SUMMARY STATEMENT
The primary responsibility of the Capture & Proposal Director will be to manage the capture and proposal department to include personnel (e.g., capture managers, proposal managers, proposal coordinators, writers, etc.), and ensure personnel resources and infrastructure are available to support company-wide capture and proposal efforts that result in organizational growth. This is a highly visible role that works closely with senior leadership, capture and proposal personnel, and operations management to produce winning proposals.

ESSENTIAL DUTIES & RESPONSIBILITIES

Proposal/Capture Operations Support - 95%
* Leads and manages the capture and proposal operations team
* Manages, track, and allocate proposal/capture personnel resources
* Articulates and disseminate organizational value proposition and strategy
* Develops and maintain the proposal/capture operations processes and procedures
* Provides support for proposals and business development/marketing presentations
* Manages the company proposal content directory and maintain boilerplate folders, documents, and resource libraries (marketing database, master resumes, project descriptions)
* Maintains information systems and collaboration tools that support proposal operations
* Tracks and analyze capture/proposal results
* Creates and maintains capture/proposal status reporting
* Identifies and implements best practices for proposal development

Performs other duties as the supervisor may, from time to time, deem necessary - 5%

REQUIRED QUALIFICATIONS
* Bachelor's or related field or 5 years of work-related experience can be used in lieu of education requirement
* 7+ years of experience in managing a team of proposal/capture professionals
* 5+ years of proven experience in capture/winning proposal development to include proposal management. This experience includes an extensive understanding and experience in the government contracting marketplace (preferably in federal health care) to include experience in the Defense Health Agency, Department of Veterans Affairs, and the Centers for Medicare and Medicaid Services
* Strong knowledge of the proposal development process, including customer requirements, technical writing, and presentation skills
* Experience with government contracts, both federal and state
* Excellent leadership and communication skills
* Experience with proposal management software tools
* Proficient in using Microsoft Office (Word, Excel, PowerPoint), Adobe products, and proposal collaboration and document management tools (SharePoint, Teams, Zoom)

PREFERRED QUALIFICATIONS
* Shipley Method (or equivalent) experience

Specific counties and cities within these states may require further approval. In FL, PA, TX and WI, in-office and hybrid work may also be available.

The Federal Government and the Centers for Medicare & Medicaid Services (CMS) may require applicants to have lived in the United States for a minimum of three (3) years out of the last five (5) years to be employed with the Company. These years of residence do not have to be consecutive.
