SUMMARY STATEMENT
The Capture Manager will have accountability and ownership for the development and delivery of high quality, winning responses to government proposals, from the market research phase, pre-RFP (Request for Proposal) through post submission activities. This position is a highly visible role that will provide leadership and direction to cross functional teams assigned to support proposal efforts and will ensure the timely delivery of a compelling, compliant proposals, sources sought and other agency market request responses.

ESSENTIAL DUTIES & RESPONSIBILITIES

Proposal Leadership 60%
* Lead and facilitate all solution sessions to identify, develop, and capture win themes, value propositions and discriminators.
* Coordinate and guide stakeholders to include consultants, teaming partners, and GuideWell Source subject matter experts/teammates to capture and develop all strategic input for proposals.
* Facilitate pre-RFP release storyboard sessions to develop and document comprehensive proposal strategies and approaches for the technical solutions, management solutions, key personnel and staffing solutions, and relevant corporate experience and past performance.
* Develop and conduct executive briefings and gate reviews on capture/proposal opportunities.
* Facilitate price-to-win strategy development and associated activities.

Proposal Execution 30%
* Provide strategic oversight and leadership for the overall proposal development process from the pre-proposal phase through the post-proposal phase.
* Ensure win strategy, solution, win themes, and features/benefits and discriminators, are clearly enunciated and understood by the proposal team and are well-articulated and consistent in the proposal response.
* Assess impact of modifications, Q&A, and changes and updates to procurement on proposal strategy and convey changes to proposal manager and writing team.
* Chair and facilitate color/management team reviews.

Post-Proposal 10%
* Track proposal wins/losses and lead lesson-learned sessions to identify the strengths and weaknesses of each proposal and the overall proposal development process to ensure continuous process improvement.
* Ensure lessons learned are shared across the organization.

Performs other duties as the supervisor may, from time to time, deem necessary.

REQUIRED QUALIFICATIONS
* Bachelor's degree.
* 7+ years of proven experience in winning capture and proposal development, with 5 years in a proposal management role. This experience includes professional experience in the government contracting marketplace (preferably in health care); experience analyzing RFI/RFQ /RFP requirements and facilitating the development of win strategies and theme/discriminators, overseeing proposal development strategies, and managing proposal operations. Conducting gate reviews, and experience in developing competitive cost/pricing models.
* Strong understanding of the Federal Acquisition Regulation and federal proposal process.
* Effective communication and organizational skills and demonstrated experience effectively managing proposal teams of diverse levels of seniority and experience.
* Ability to prioritize, and manage multiple proposals simultaneously, which may have different timelines. Ensure coordination with leadership to establish priorities and identify any resource constraints.
* Demonstrated creativity, detail orientation and ability to thrive in a fast-paced environment.
* Excellent writing skills with the ability to write compelling, compliant, high-scoring proposal content
* Highly proficient in MS Office Suite (Outlook, Word, Excel, PowerPoint).

PREFERRED QUALIFICATIONS
* Shipley Method (or equivalent) experience
* Association of Proposal Management (APMP) Practitioner Level Certification (or higher)
